Administrative Services
The Administrative Services Division is the support branch of the Raleigh Police Department. This division is in charge of supportive functions within the entirety of the department. It comprises multiple functional areas, including: Information Technology, the Recruiting and Crime Reporting Center, Quartermaster, Evidence, Fleet Services, Records and Training, Human Resources, Court Liaison, Wellness, Counseling Services, and Police Volunteers.
Units of Administrative Services
The Crime Reporting Center is responsible for the intake of police reports/incidents via telephone and reviewing the Raleigh’s online reporting system. Additionally, staff are responsible for inputting and updating records pertaining to trespass notices, stolen vehicles, seized license plates, and subpoenas.

Vehicle Fleet Services is responsible for the management of approximately 950 vehicles and motorized equipment. Mechanics are responsible for the uplifting and maintenance of specialty and unmarked police vehicles. They also oversee vehicle upgrades and the decommissioning of vehicles.

Human Resources is responsible for processing personnel forms for new hires, separations, leaves of absence, and other related employment concerns. This unit also maintains physical personnel records of department staff, manages the department’s organizational charts, and updates the position roster. Other assignments include managing the department internship program and compiling workforce statistical reports.
The human resources sergeant oversees the department’s court liaison, who is primarily responsible for coordinating and monitoring court appearances of department personnel, as well as serving subpoenas to police officers.

Evidence is responsible for the processing, storage, and disposal of all evidence collected by the Raleigh Police Department. This includes the packaging of evidence that is submitted to the North Carolina State Bureau of Investigation for processing and analysis along with the logging of evidence returned to the department’s custody.

Quartermaster’s Office is responsible for ordering the supplies, uniforms, and personal equipment for all Raleigh Police Department personnel. The unit manages the warehouse, maintains the inventory and records of supplies distributed to staff, and oversees the proper disposal of evidence slated for destruction by court order.

Police Records is responsible for the maintenance of the Raleigh Police Department’s records. This includes reviewing police and incident reports, uploading reports to the records management system, responding to record and report requests, and digitizing historic records.

Recruiting seeks qualified police applicants for the Raleigh Police Department. This is done through in-person recruiting, answering calls from interested prospective employees, holding recruiting events, and producing recruitment materials.
The Volunteer Program consists of police chaplains, police volunteers, and greenway volunteers. Current volunteer programs include approximately 40 volunteers who support the department in a variety of ways. Volunteers assist with traffic and crowd control, special events, and other areas where their specific skillsets are beneficial.
Information Technology provides a range of technical support for the Raleigh Police Department, including programming support, database management, server and network maintenance. It also manages equipment for all police facilities, vehicles, and individually assigned equipment such as radios, body-worn cameras, laptops, and cell phones. Information Technology leads all special projects when it comes to implementing new software and hardware.
Employee Wellness was formed in 2020 to preserve and promote the physical and emotional health of everyone employed by the Raleigh Police Department. As such, it works to reduce factors that interfere with employee wellness by providing resources, training, and intervention for the emotional, physical, spiritual, and financial well-being of officers and civilian employees.
Counseling Services provides proactive psychological and counseling services to employees through a full-time psychologist. The Raleigh Police Department also provides counseling services to city residents who have experienced trauma stemming from an incident or crime that required police services.
Training consists of four sections: Basic Law Enforcement Training/Academy, Firearms and Tactics, In-Service Training and Career Development, and Reality-Based Training.
