THE HISTORY & LEGACY OF THE
RALEIGH POLICE DEPARTMENT
Cassandra Deck-Brown
2013-2021
Cassandra Deck-Brown was selected to lead the Raleigh Police Department in February of 2013, capping a career in law enforcement that began shortly after she graduated from East Carolina University in 1987.
Chief Deck-Brown prepared herself for the opportunities and challenges of her current position by earning a master’s degree in public administration, completing the US Department of Justice FBI National Executive Institute, and continuing to take career development studies in various programs at Harvard University, Boston University, US Army War College, and a law enforcement exchange program in Israel.
Chief Deck-Brown’s high-profile initiatives served as models for other law enforcement agencies around the country, including initiatives for body-worn cameras, mental health first-aid training, the Raleigh Citizens Police Academy, organizational wellness and resilience programs, as well as the expansion of development curricula for police officers.
Her implementation of intelligence-led policing within the Raleigh Police Department guided departmental operations, policy development, new initiatives, community-oriented policing, and problem-solving.
